Job Description

MISSION STATEMENT
Motivated by Christ's love, this position plays a role in promoting the holistic ministry of FH through the framework of the organization’s vision and mission.  FH seeks to walk with churches leaders and families in overcoming all forms of human poverty by living in healthy relationship with God and His creation.

SUMMARY
FH Association (Food for the Hungry), a Christian relief and development ministry, is looking for a National Programs Director (PD) for Ethiopia.  This is a senior level position responsible for all programming in Ethiopia.  The PD will serve to guide all donor programs with an emphasis on USAID.  The PD will also function as the backup CEO for Ethiopia, taking administrative leadership during CD absences.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Key Result #1 –   Provide leadership and management support for all Ethiopia programs 65%

  • Provide program and budgetary oversight and supervision and ensure that all planned activities, outputs and impacts are achieved over the life of each program;
  • Ensure complete, timely and accurate program documentation for all Ethiopia programs, including annual fiscal and narrative reports, resource requests and budgets;
  • Support monitoring and evaluation of all programs and recommend adjustments to programs as needed based on intermediate results;
  • Provide support to commodity management and financial management of USAID programs to ensure well functioning linkages between programs and administration;
  • Provide leadership to and management of any relief programming in Ethiopia, including timing of interventions, program design, targeting, securing of resources, implementation and reporting.

Key Result #2 –  Lead new strategy development and program design and donor relations to secure appropriate, long term resources for all Ethiopia programs with a focus on ASAL areas of northern Ethiopia   35%

  • Develop and maintain close ties with primary donors to represent our programs and secure long term financial support;
  • Lead program design and grant proposal development for northern Ethiopia ASAL food security, water and sanitation, education and health programming and grant resources for HIV/AIDS and educational programs in other areas of Ethiopia

Job Requirements

QUALIFICATIONS

  • 3 years of experience working at a senior management level (Program Director and/or Country Director) with internationally funded programs
  • High degree of fluency in both written and spoken English
  • Experience as primary author of grant reports to international donors, especially USAID
  • Successful experience in grant proposal preparation and writing, especially for USAID and other government donors
  • Working knowledge of monitoring and evaluation procedures and processes
  • Knowledge of US government financial and commodity regulations including program management and reporting
  • Knowledge of budget development and management for US government resources
  • Ability to recruit, hire, manage and develop staff
  • Excellent written, verbal and presentation communication skills including USAID related technical writing.
  • Strong people skills
  • Proficient in MS Office Suite
  • Highly organized
  • Able to multi-task
  • Ability to travel to rural areas and work away from the city center up to 30% of time

The following list indicates additional competencies or experience that would enhance an applicant’s fit for the PD position:

  • Experience or working knowledge of food security and food aid programs, especially USAID Title II and Development Assistance resources
  • Experience or working knowledge of child sponsorship programs
  • Experience or working knowledge of HIV/AIDS programs
  • Knowledge of USAID commodity management regulations, commodity tracking software and Sun Systems financial management software

EDUCATION and/or EXPERIENCE 
Masters degree in health, agriculture, and economics or in other related field or five years related experience and/or training; or equivalent combination of education and experience. 

SUPERVISORY RESPONSIBILITIES  
PD will directly supervise a minimum of eight staff members along with other supervisory duties over a country-wide staff of 200.

 

LANGUAGE SKILLS
Ability to clearly present technical and programmatic information and program strategies to donors and staff.  Ability to read, analyze and interpret program and assessment data and reports. Ability to synthesize data and information, write implementation methodologies and tool kits and assessment reports.  Ability to write program reports and resource requests and develop departmental and program budgets. Ability to read and apply government program proposals and report guidelines and regulations.  Excellent proficiency in spoken and written English.
